Cecil Oliver Carter

Cecil Oliver Carter went peacefully home to be with his Lord on March 5, 2023, at The Journey Home. He was born in McCloud, Oklahoma on June 24, 1934, third son of Jess Everett and Florence (Ross) Carter. In 1943, Cecil's family moved to Harrah, OK, where he grew up, along with his sister Joanie. He graduated as Valedictorian of the Harrah High School class of 1953. He attended Central State College in Edmond for two years then transferred to the University of Oklahoma, enrolling in the College of Engineering, School of Chemical Engineering. He Graduated from OU in the spring of 1957 with a BS in Chemical Engineering. During his senior year, he received a UOP Senior Scholarship and a Natural Gas Producers Association Fellowship for Graduate Studies. Cecil graduated in the summer of 1959 with a Master of Chemical Engineering Degree. After graduation, he went to work for Phillips Petroleum Co. in Research and Development in Borger, TX. After completing a 2-year assignment, he was transferred to Bartlesville. During his tenure at Phillips, he was the inventor or co-inventor of 38 US patents and several foreign patents, as well as the author of technical papers on various motor fuel and petroleum processes. Cecil retired from Phillips in 1992 after 33 years of service in the R&D department. In February 1978, Cecil married Isabella Hoffman of Wann. They were happily married for 32 years. Isabella passed away in March 2010 after a long battle with Alzheimer's in which Cecil was her loving caregiver. In June 2013, Cecil married Sandra Fancher of Tulsa. At their home in Bartlesville, they enjoyed serving the Lord together in various church activities. Sandra's calling is to help people come to know Christ as their personal Savior and Cecil's calling was the ministry of helps. Cecil is survived by his wife, Sandra, of the home, his three children: Paula (Bernard) Young, Robert Joe (Donna) Hoffman, and Christine (Steven) Hoey, nine beloved grandchildren, and seven great-grandchildren. He was preceded in death by his parents, two infant brothers, his beloved sister, Joanie, and his first wife, Isabella. In lieu of flowers, the family suggests making memorial donations to The Journey Home.
